
Garney Construction recently announced it will lead a joint venture with Burns & McDonnell, who will serve as the design engineer, on the North Water Reclamation Facility (NWRF) Phase 1B Expansion for the Parker Water & Sanitation District (PWSD) outside of Denver, Colorado.
Parker, located just south of Denver, is among the fastest-growing communities in the region, with the town and surrounding areas seeing rapid population increases. In response, PWSD is expanding wastewater treatment capacity at the NWRF. Garney served as the construction manager-at-risk for Phase 1A, completed in 2022, and is now leading Phase 1B. The expansion will support PWSD’s long-term treatment capacity, performance and reliability.
“Phase 1B continues the careful planning and technical progress we began in Phase 1A,” said Adam Theriault, Garney’s Design-Build Manager on the project. “This next phase will increase capacity and build on innovative treatment solutions that set this facility apart, not just for what it can handle today but for how it’s positioned to serve the community for decades to come.”
Phase 1B includes new construction and upgrades to existing facilities, adding 2.8 million gallons per day (MGD) for a total capacity of 6.6 MGD. An alternatives analysis will inform the final scope, which may include upgrades to existing headworks facilities and expansion of the secondary treatment, advanced water treatment (AWT), and sludge treatment processes, including evaluation of additional autothermal thermophilic aerobic digestion (ATAD) units.

In Phase 1A, Garney upgraded the plant’s aerobic digesters to ATAD, enabling the production of Class A biosolids—a level of treatment not commonly found at wastewater facilities.
Since 1986, Garney has completed more than 560 projects across Colorado. This includes extensive work with Parker Water & Sanitation District on a range of infrastructure projects to support the region’s growing needs.
Construction for Phase 1B is scheduled to begin in the spring of 2026 with an anticipated completion date of December 2028.
