Philadelphia Water Commissioner Hayman departs for SWBNO

Philadelphia Water Department (PWD) Commissioner and CEO Randy E. Hayman officially departed his position on July 18 to take the executive director position at the Sewerage and Water Board of New Orleans.

Hayman’s departure from PWD was first announced by Philadelphia Mayor Cherelle Parker in April.

“Commissioner Hayman has served the City of Philadelphia extremely well as Water Commissioner for six years, and we thank him for his public service,” Parker said. “We’ll miss the commissioner here very much, but we wish him the very best in his next career endeavor.”

Hayman was appointed to his Philadelphia water commissioner position in 2019. He served as an assistant attorney general for the state of Missouri. He also has served as general counsel for DC Water water and sewer organizations in Washington, D.C., and St. Louis.

According to the City of Philadelphia, Hayman helped steward significant progress in reducing sewer overflows as part of Philadelphia’s nationally recognized Green City, Clean Waters program. As of 2021, the city reduced the annual average overflow volume by more than 3 billion gallons, exceeding the required reduction target by more than 1 billion gallons.

Prior to his role in Philadelphia, Hayman was a partner at environmental law firm Beveridge & Diamond, headquartered in Washington, DC. He previously served as general counsel at DC Water and the Metropolitan St. Louis Sewer District. 

Outside of the water sector, Hayman also served as an assistant attorney general in Missouri. 

“Having the opportunity to serve the City of Philadelphia as part of Mayor Cherelle L. Parker’s administration has been a great honor,” Hayman said. “Every day, for the past six years, I have had the privilege of working shoulder to shoulder with some of the smartest and most dedicated water professionals in the world. Their professionalism and “can-do” attitude inspire me.”
