AMWA honors UW-Madison Professor Teodoro

The Association of Metropolitan Water Agencies (AMWA) presented its 2025 Donald R. Boyd Award to Dr. Manny Teodoro, professor at the La Follette School of Public Affairs at the University of Wisconsin–Madison, at its 2025 Executive Management Conference, Oct. 26-29 in Austin, Texas.

According to AMWA, Teodoro’s work on the academic side of water policy has focused on performance-based regulations, utility management and public engagement. His research focused on bridging the gap between academics with real-world utility practices has drawn sector-wide recognition.

“Receiving the Donald R. Boyd Award a career highlight for me,” Teodoro wrote in a LinkedIn post. “I’m so deeply honored and grateful for this recognition from the community of water sector leaders who I admire and from whom I’ve learned so much.”

Teodoro’s work has reshaped how the water sector approaches affordability, transparency and governance, AMWA said. His research focuses mainly on U.S. environmental policy and implementation, including empirical analyses of environmental justice in drinking water quality and Clean Water Act enforcement. He has developed methods for analyzing utility rate equity and affordability, and he works on these issues directly with governments and water sector leaders across the United States and internationally, according to his UW-Madison bio.

“Dr. Teodoro’s scholarship doesn’t just live in journals or classrooms, it lives in water systems, boardrooms, council chambers, and community conversations,” said AMWA CEO Tom Dobbins. “He has given our sector tools to lead with integrity and communicate with clarity. His work helps utilities measure success and share it in ways that builds trust and drives progress.”

AMWA said the organization was honored to recognize Teodoro’s commitment to advancing the values of equity, excellence and public service.
