
The Board of Directors of the Association of Metropolitan Water Agencies (AMWA) announced the association will look to hire a new chief executive officer as current CEO Tom Dobbins will shift his focus to managing WaterISAC beginning July 1.
Dobbins has served as CEO of AMWA since June 2022. AMWA manages WaterISAC, the communications and information-sharing organization for the water and wastewater sector.
“On behalf of the Board of Directors, I want to thank Tom for his service and partnership,” said AMWA President Jeff Szabo in a statement. “We wish him continued success in his work with WaterISAC and appreciate his support during this transition period.”
According to AMWA, the association began a period of transition following the COVID-19 pandemic as long‑tenured leadership changes created operational challenges. AMWA said Dobbins worked with the Board and staff to stabilize the organization, strengthen internal operations and position AMWA for its next phase of growth.
That next phase now turns to a national search for a new CEO as AMWA celebrates its 45th anniversary in 2026. As a premier drinking water association, AMWA said it expects the position to draw a strong field of candidates.
Dobbins is an experienced association executive who served as CEO of the Aluminum Association and the American Composites Manufacturers Association prior to joining AMWA in 2022. He also led the government affairs program at the American Council of Engineering Companies and has held senior roles on Capitol Hill and in the executive branch.
Dobbins will join WaterISAC, which was founded in 2002 by leading water associations including AMWA, in coordination with EPA and authorized by Congress. The center has made significant strides in the last two decades to be the leader in producing and sharing water sector-relevant cyber and physical threat advisories and best practices.
