He joined RFC in 1998 and was appointed chief operating officer in 2012, where he has worked closely with Stannard in the growth of RFC’s consulting practice. Brandt’s new role will further expand his already active involvement in the executive leadership of RFC, while he will also continue to provide consulting services on a variety of client engagements. Stannard joined RFC in 2002 as a vice president after serving for 27 years in various managerial and executive positions for a large, international engineering firm. Since then, he has helped to grow the firm to a staff of more than 70 employees in 17 offices across the country, and has established RFC as one of the premier financial, rate and management consulting firms in the utility industry. Over his more than 40-year career, he has also played an important role in the evolution of the industry, particularly in the area of utility rates and finance. He has been an active member of AWWA, most recently serving as chair of the AWWA Management & Leadership Division. He was also a contributing author of “Water and Wastewater Finance and Pricing: The Changing Landscape,” which is regarded as one of the leading books on the topic of water, wastewater and stormwater utility rate setting.

“We believe this is a great step in the continued evolution of RFC, and I’m extremely happy to have Peiffer lead us into the next phase of our firm’s development,” said Stannard. “Peiffer brings significant experience, qualifications, and leadership skills to this role for our firm. I know that our firm will be in strong hands as we continue to grow and develop while maintaining the quality of work and vision in the industry for which RFC has become known. Peiffer has been heavily involved in the leadership of the firm over the past 12 years and has been a great partner to me during my tenure as CEO.  While I am looking forward to reducing my involvement in the day-to-day operations of the firm, I am happy to remain in a leadership position within RFC and to continue to provide services to our clients. Furthermore, I am extremely proud of, and grateful for, the opportunity to serve our industry and help it evolve into the highly professional society that it is today.”

Raftelis Financial Consultants was established by George Raftelis in 1993 to provide financial, rate and management consulting services of the highest quality to water, wastewater and stormwater utilities. RFC has been instrumental in developing utility best practices in the areas of financial planning and rate setting.
