Raftelis announces Brandt as new president, CEO

Raftelis Financial Consultants, Inc. (RFC) has announced a change in leadership, as Peiffer Brandt has been appointed president and chief executive officer of the firm, which became effective Jan. 1, 2017.

Brandt succeeds William (Bill) Stannard, P.E., who has served as president and CEO since January 2012. Stannard will remain active in the leadership of the firm, serving as chairman of the board. Stannard will also continue to provide consulting services for clients and remain active in a variety of industry associations.

Brandt has more than 19 years of experience providing consulting services to the water and wastewater utility industry. He joined RFC in 1998 and was appointed chief operating officer in 2012, where he has worked closely with Stannard in the growth of RFC’s consulting practice. Brandt’s new role will further expand his already active involvement in the executive leadership of RFC, while he will also continue to provide consulting services on a variety of client engagements. Over his career, Brandt has been very active in the industry, particularly with industry associations, including the American Water Works Association (AWWA), Water Environment Federation (WEF) and the Association of Metropolitan Water Agencies (AMWA).

Stannard joined RFC in 2002 as a vice president after serving for 27 years in various managerial and executive positions for a large, international engineering firm. Since then, he has helped to grow the firm to a staff of more than 70 employees in 17 offices across the country, and has established RFC as one of the premier financial, rate and management consulting firms in the utility industry. Over his more than 40-year career, he has also played an important role in the evolution of the industry, particularly in the area of utility rates and finance. He has been an active member of AWWA, most recently serving as chair of the AWWA Management & Leadership Division. He was also a contributing author of “Water and Wastewater Finance and Pricing: The Changing Landscape,” which is regarded as one of the leading books on the topic of water, wastewater and stormwater utility rate setting.

Raftelis Financial Consultants was established by George Raftelis in 1993 to provide financial, rate and management consulting services of the highest quality to water, wastewater and stormwater utilities. RFC has been instrumental in developing utility best practices in the areas of financial planning and rate setting.
