The City of Odessa, Texas, has selected Carollo Engineers to provide engineering services during construction at its Bob Derrington Water Reclamation Plant (BDWRP), which is in need of upgrades due to aging infrastructure.
Carollo said the project will support Odessa’s goal to modernize the facility while maintaining uninterrupted wastewater treatment and reuse service for the community and industrial customers. For Carollo, the project will build on its prior work at the site, including a condition assessment and facility master plan that augmented the city’s modernization strategy.
Originally constructed in 1977, the BDWRP was most recently expanded in 1995. It is rated to treat an average daily flow of 12.7 million gallons per day (MGD) and a peak two-hour flow of 47 MGD. Most of the treated effluent is reused by industrial customers or for irrigation, while the remaining small portion is discharged to Monahan’s Draw.
According to Carollo, the project is part of a multi-year initiative launched by Odessa to replace aging infrastructure at the BDWRP, improve treatment performance, enhance redundancy and reliability and make the plant more operator friendly.
“These upgrades are a major step in Odessa’s long-term plan to deliver a modern, resilient reclamation facility that’s safer and easier to operate,” said City of Odessa Director of Utilities Alex Rowlett. “We’re focused on improving performance and reliability while keeping treatment and reuse service online for the community and our industrial customers.”
The upgrades add new facilities and modern process and support systems throughout the plant, from the headworks through disinfection, reclaimed-water distribution and solids handling. Improvements include enhanced odor control, replacement of aging mechanical and piping infrastructure, the integration of new, proven treatment processes, and pumping and conveyance upgrades.
Electrical power and controls will also be updated, with enhancements to power distribution and monitoring and control, such as SCADA, to help operators run and maintain the facility more efficiently while keeping critical processes online during construction and future expansions.
As lead designer, Carollo will guide the project from early planning through construction. The company said it will collaborate with city staff and stakeholders through milestone reviews, public information meetings, and city council briefings, delivering regulatory-ready plans and construction bid documents.

Construction of the new BDWRP is expected to be completed by spring 2033.
