2023 Water Finance Conference convenes financial decision makers in Cleveland

In August, the Water Finance Conference hosted a successful 2023 event in Cleveland, Ohio, drawing more than 80 water finance professionals to discuss the latest trends, challenges and best practices in rate setting, capital planning, customer affordability and obtaining federal funding for local infrastructure projects.

The 2023 conference was held Aug. 8-9 at the Aloft Cleveland Downtown. Since 2015, this annual educational seminar has convened executive-level utility professionals, primarily directors, chief executive officers, chief financial officers and city finance managers. Subject matter is also applicable to consultants, municipal advisors, legal professionals and service providers who have a vested interest in the financing of municipal water, wastewater and stormwater systems.

This year the conference tackled a range of subject matter in the water finance space including cost escalation of utility rates and charges, EPA’s Financial Capability Assessment Guidance, building customer affordability into rate setting, regulatory issues including Lead and Copper Rule Revisions and PFAS, as well as legislative issues and federal funding sources.

The conference featured a day and a half of expert presentations and panel discussions. Speakers included a mix of municipal drinking water and wastewater utility CEOs, CFOs, treasurers and directors of finance, communications directors and asset managers, as well as consultants, municipal advisors and some service providers. Pre-conference, attendees were treated to a tour of Cleveland Water’s Garrett Morgan Water Treatment Plant, hosted by Cleveland Division of Water Commissioner Alex Margevicius. The 150 million gallons per day drinking water treatment facility has been in operation for more than a century. The tour concluded with a stop at the Northeast Ohio Regional Sewer District’s nearby Superior Avenue Pump Station. A crew from NEORSD was on hand to give attendees a rundown of the recently constructed pump station, as well as the district’s extensive Project Clean Lake to reduce CSOs and effluent discharge into Lake Erie.

The Water Finance Conference is hosted annually by the journal Water Finance & Management, published by Benjamin Media, in partnership with the National Association of Clean Water Agencies (NACWA).

The 2023 conference was sponsored by main event sponsors NACWA, Stantec and Synario, a PFM company, along with sponsors MuellerRaftelisWade TrimSmartCoverKnight Insurance Group and Barnes & Thornburg.
