The Sustainable Water Infrastructure Coalition (SWIC) is a broad-based group of public and private organizations representing organizations from all aspects of the water community including water and wastewater utilities, financial institutions, engineering companies, pipe and equipment manufacturers and suppliers and facets of the excavation and construction industry.

As we enter the final months of a turbulent election year, when already low-expectations sink even lower, it is important to remember the progress made during the second session of the 113th Congress. After months of delays in the introduction of a wide range of tax legislation out of the House Ways and Means Committee, SWIC was pleased to help with the introduction and advancement of House and Senate legislation that would lift the state volume cap on private activity bonds (PABs) that fund water and wastewater infrastructure.

On March 13, 2014, the Sustainable Water Infrastructure Investment Act of 2014 (HR 4237) was introduced in the House by Reps. Jimmy Duncan (R-Tenn.) and Bill Pascrell (D-N.J.). Rep. Duncan, a longtime supporter of water PAB legislation and chairman of the House Transportation and Infrastructure Committee?s Special Panel on Public-Private Partnerships, underscored the need for investment in America?s water and wastewater infrastructure, pointing out that ?much of our Nation?s water infrastructure is more than 100 years old, and this bill will empower more states and towns to raise the funds needed to address this growing problem.?
